Supreme Court rejects Asaram's bail plea

After perusing the report on the medical condition of Asaram by the team of doctors from Jodhpur-based SN Medical College, the court said that he was suffering from the ailment for the last 15 years and was being treated for it.

Asaram was examined for neurological aliment trigeminal neuralgia, which causes severe pain on the face or the forehead.

In the last hearing of the matter on 19th August, the court had asked the principal of Jodhpur-based SN Medical College to constitute a team of doctors to examine Asaram for the ailment.

As senior counsel Salman Khurshid told the court that his client needed surgical treatment of gamma-knife procedure, the court asked him to indicate the hospital where he wanted to be treated.

The 72-year-old guru was arrested after a 16-year-old girl lodged a police complaint 20th Aug, 2013, accusing him of sexually assaulting her at his ashram in Jodhpur.

The court also said that unless the critical witnesses in the case are examined, he would not be set free on bail.

It asked Additional Solicitor General Pinki Anand who appeared for the Rajasthan government to give the Apex Court the names of six witnesses which are critical and crucial for the prosecution in the case.

Mars mission a historic achievement

Mukherjee on Wednesday congratulated the Indian Space Research Organization (ISRO) for the Mars Orbiter Mission (MOM) entering the orbit of the red planet in its first attempt. In a message to Indian Space Research Organisation (ISRO) Chairman K. Radhakrishnan, the president said, "I extend my hearty congratulations and best wishes to you and your team on the successful Orbit Insertion Maneuver of the Mars Orbiter Mission 'Mangalyaan' after a journey of nearly nine months.

"The success has made India the first Asian country and ISRO the fourth space agency to send a satellite to the red planet. ISRO is also the first to enter the Martian Orbit in its maiden attempt.

"The nation is proud of this historic achievement which has demonstrated, yet again, India's space capabilities. I am sure that this breakthrough, which marks a significant landmark in our space programme, will inspire our scientists to make even greater strides," the president said.

He also conveyed his greetings to the members of the ISRO team of scientists, engineers, technologists and all others associated with the mission."The nation is grateful for their hard work and proud of their accomplishment," he added.

No map used during agreement with China: Government

"The agreements on establishment of sister province relations between Gujarat (India) and Guangdong (China) and establishment of sister city relations between Ahmedabad (India) and Guangzhou (China) have been signed on 17th September" a Home Ministry statement said.

"It is clarified that there is no map in the signed MoUs," it said.

The Congress on Monday lashed out at the Gujarat government for projecting Arunachal Pradesh and Jammu and Kashmir as disputed regions in a map circulated during the signing of memoranda with China on 17th September.

The Home Ministry statement on Tuesday said that the map shown during the signing "was not purported to give any geographical details of Indian territory".

"The map should not be treated as the approved political map of the country as the dotted areas are integral parts of India," it added.

PM Modi to share ideas through radio programme

"Received many ideas and suggestions for my forthcoming radio programme. Have decided to hold the first programme on 3rd October at 11:00 AM," Modi said in a post on social networking site 'twitter'.

In another tweet in Hindi, Modi said "3 October ko aap sabhi se radio par kuch man ki baatein karunga" (On 3rd October, I will share some of my thoughts with all of you).

The radio programme comes days after the Prime Minister's address on the Teacher's day was telecast across the country. On September 17, after two busy and eventful days in Gujarat, the Prime Minister had spent over an hour personally replying to people who greeted him on his birthday.

The Prime Minister is also expected to share his thoughts on a variety of issues during the upcoming radio programme.

"A separate Open Forum has been created on MyGov for citizens to share their comments for the forthcoming radio programme: http://mygov.nic.in/groupissue/pm-on-radio-on-3rd-october-2014 -at-11:00-am/show," an official statement said.

"Citizens should share ideas and best practices on development, good governance and other issues. The Prime Minister would refer to the Open Forum before the programme and may even refer to some of the points made on the Forum," the statement added.

On September 6, 2014 the Prime Minister had talked about connecting with people through radio and sought ideas.

Officials said the Prime Minister's speech on September 25 at the programme to launch the ambitious 'Make-in-India'campaign will also be widely watched.

CBI files fresh perjury plea against Prashant Bhushan

In its application, CBI alleged the counsel for the NGO has been contradicting their own stand before the Apex Court.
  
Citing an example, the plea contended that the counsel had earlier said the diary containing the names of visitors to Sinha's residence was procured from an unknown person but later in its affidavit while refusing to name the persons, the lawyer of the NGO claimed they have got it from reliable persons.
  
CBI, in its plea, has alleged the two lawyers and the NGO have been "making deliberate and false statements on oath and before the Supreme Court".
  
CBI had moved a similar application before the Supreme Court earlier for lodging a case of perjury against the lawyers for allegedly making "deliberate and intentional false statements on oath" relating to investigations into the 2G spectrum allocation scam.
  
CBI said the statements are "punishable under various sections of IPC".

CBI chargesheets Dayanidhi Maran, Malaysian tycoon in telecom scandal case

Besides the Maran brothers, the CBI has named Malaysian business tycoon T Ananda Krishnan, Malaysian national Ralph Marshall and four firms, including Sun Direct TV Pvt Ltd and Malaysia's Maxis Communication Berhad, as accused in the case.
  
They have been chargesheeted for the offences punishable under section 120-B (criminal conspiracy) of the IPC and under relevant provisions of the Prevention of Corruption Act.
  
The charge sheet was filed before Special CBI Judge O P Saini who fixed it for consideration on September 11.
  
According to CBI sources, Dayanidhi Maran, during his tenure as Telecom Minister from February 2004 to May, 2007, had allegedly abused his official position and showed undue favour to Ananda Krishnan-owned company in lieu of which the business tycoon bought equity subscription shares of Sun Direct TV Pvt Ltd and accused firm South Asia Entertainment Holding Ltd which were managed by the Marans.
  
The sources said that in the garb of investment in equity subscription shares, "illegal gratification" of around Rs 600 crore was given to the Marans.
  
Besides these accused, Ex-Telecom Secretary J S Sharma, who has died, has also been named in the CBI's charge sheet. However, his name has been put in a column of the accused against whom trial cannot proceed.
  
One of the four companies chargesheeted by CBI is ASTRO All Asia Network PLC.
  
The charge sheet was filed a day after the Supreme Court turned down the plea of Dayanidhi Maran seeking to restrain CBI from filing the charge sheet, saying that investigation in the case is still going on.
  
CBI, in the Supreme Court, had alleged that Maran had "forced" Chennai-based telecom promoter C Sivasankaran to sell the stake in Aircel to Malaysian firm Maxis Group in 2006 owned by Ananda Krishnan.

DLSA drive to create awareness on ragging

It has conducted two successful programs, one each in a Medical College and other at an Engineering college in the city.

DLSA addressed medicos from NKP Salve Institute of Medical Sciences and Research Centre and Vishwesheriya National Institute of Technology (VNIT formerly VRCE) for senior students of MBBS and Engineering respectively on anti-ragging laws recently.

“The senior students should approach their juniors in a friendly manner and should not involve in ragging activities,” DLSA, Secretary Kishore Jaiswal, the brain behind the awareness campaign said.
Even forcing a junior student to call seniors as 'Sir' or 'Madam' too comes under the offence of ragging, he said.

Jaiswal, a Civil Judge in Sessions Court here said that the death of a Medical College student Aman Kachroo from Rajendra Prasad Medical College in Kangra (HP)  after brutal ragging, had shocked the entire nation in 2009 and since then the Government has initiated strict measures to curb the ragging tendencies and prosecute the guilty.

The two programs stressed on college authorities being vigilant and strict towards offenders of ragging.
Former Government Pleader advocate P K Sathianathan who is part of the DLSA team explained various provisions of the Maharashtra Prohibition of Ragging Act 1999.

He informed that committing ragging is an offence punishable with two years imprisonment and fine upto Rs 10,000.
Jaiswal and Sathianathan said ragging is a damaging form of interaction of seniors in college or school with juniors, newcomers or first year students. It is similar to but not same as hazing in the United States.
“It is not an initiation. It involves insult (simple or suggestive sexual, sarcastic and even physical), running errands for seniors, and many other complex activities.”

Highly reputed Indian colleges have a wistful history of ragging especially Medical colleges. It has become increasingly unpopular due to several complaints of serious injury to the victims and strict laws regarding ragging, they said.

Ragging is now defined as an act that violates or is perceived to violate an individual student's dignity.
Following the Supreme Court directive, a National Anti-Ragging helpline was launched by the Government some years back.

The DLSA would be interacting with students of Government Medical College and Hospital next month, Sathianathan added.

Jaiswal said besides anti-ragging laws, the accused students can be tried under the various sections of IPC for wrongful confinement and threatening also.

IM men used social networking sites for communication: Police

"The accused persons disclosed a number of Nimbuzz IDs, Yahoo IDs, Paltalk IDs, Gmail IDs and Facebook IDs used by them over the previous months/years for communication/chat and to receive and sent encrypted files and fake documents at different times at different locations....," it alleged.

In its supplementary charge sheet against six suspected IM men in connection with a case relating to allegedly setting up an illegal arms factory here, Special Cell of Delhi Police claimed these accused were using e-mails and chat messengers to communicate with the absconding Bhatkal.

The police also claimed that these accused were "often using proxy IPs" and were installing proxy softwares in their computers to hide their actual locations.

It also said Nimbuzz, a mobile-cum-computer application for free messaging and calling, was the "preferred mode of communication" among the IM operatives.

The police has disclosed this in its supplementary charge sheet in which suspected IM operatives Zia-Ur-Rehman, Tehsin Akhtar, Mohd Waqar Azhar, Mohd Maroof, Mohd Saquib Ansari and Imteyaz Alam have been arrayed as accused. They all have been arrested.

They have been listed in the charge sheet for various offences punishable under the provisions of the Unlawful Activities (Prevention) Act, the Explosive Substances Act, the Arms Act and the IPC.

The charge sheet was filed in connection with a case of allegedly setting up an illegal arms factory here from where a huge quantity of arms and ammunition were recovered.

The police had in November 2011 busted the illegal arms factory located in Meer Vihar area of Nangloi in Outer Delhi and had claimed that a huge quantity of IEDs, explosives materials, arms and ammunition were recovered from the factory.

In its charge sheet, the police also claimed that IM operatives were planning to send letters "soaked with poison"
to their targets to kill them.

During interrogation, Tehsin Akhtar and Mohd Waqar Azhar disclosed that they had made efforts to make poison with the help of available chemicals, it claimed.

The police had earlier filed charge sheets against IM India chief Yasin Bhatkal, his aide Assadullah Akhtar and
various others, including suspected IM operative Quateel Siddiqui who had died inside Pune's Yerawada central jail in June 8, 2012, in connection with the case.

Tehsin was arrested from near Kakarvitta Indo-Nepal border in Darjeeling district of West Bengal on March 25.

Zia-Ur-Rehman was arrested outside Ajmer Railway Station on March 22 and his three associates -- Maroof, Azhar, both residents of Jaipur, and Ansari, a resident of Jodhpur, were arrested by the police on March 23 and thereafter, brought to Delhi.

Censor Board CEO arrested on bribery charge

According to CBI sources here, the arrest was made late in the evening in Mumbai as the Central Board of Film Certification CEO came under the agency scanner after two middlemen allegedly receiving bribe on his behalf were arrested on Thursday.

The sources said although the present case deals only with the Chhattisgarh movie, the agency has information that some top producers of Bollywood had allegedly paid bribe to get their films cleared in time.

They said Kumar is being grilled by the interrogation team where he might reveal some more names who had allegedly paid bribe to get censor certificates on time.

The agency had searched his house on Thursday and arrested agent Shripati Mishra and advisory panel member of the Censor Board Sarvesh Jaiswal.

They were caught while taking the alleged bribe on Kumar's behalf, the sources said.

They said an authorised agent for censor certification had approached CBI alleging that Mishra had been demanding Rs 70,000 on behalf of Kumar for issuing the censor certificate for regional language film from Chhattisgarh "Mor Dauki Ke Bihav".

An Indian Railways Personnel Officer, Kumar joined as CEO of CBFC in January.

The sources said producers of the film had wanted an urgent certificate as the date of the release of the movie was on August 15.

When contacted, CBI spokesperson said the arrested CBFC CEO will be produced before special CBI court on Tuesday.

BJP may contest all seats in Maharashtra, says Rajiv Pratap Rudy

The statement from Rajiv Pratap Rudy, BJP's General Secretary in charge of Maharashtra, came on a day when impasse over seat-sharing between both parties persisted with BJP leaders charging Sena with making no concrete offers but just talking of a seat-sharing formula through TV channels.

"In a contingent situation that the BJP is compelled not to contest with Shiv Sena, we would go it alone on all 288 seats but we will prefer that Shiv Sena comes along," Rudy told reporters.

Party sources said they have prepared a list of candidates for a majority of seats barring "20-30" where they were still looking for appropriate names or expecting leaders from other parties to join them.

"We are not in favour of breaking the alliance. But we are also not in a mood of tolerating their (Sena) uncompromising attitude. There can be flexibility but we are getting to hear their proposals only on news channels," a BJP leader said.

Thackeray had made it clear in Mumbai yesterday that his final offer to BJP was 119 seats while Sena will fight 151 seats, leaving 18 for smaller allies. BJP, which had said both parties fight 135 seats each, had rejected the proposal.

BJP is also cold to the idea of projecting Thackeray as the chief ministerial candidate of the alliance.

There were reports that BJP President Amit Shah spoke to Thackeray today and urged him to reconsider his stand on seat-sharing. But party leaders declined to confirm that Shah made any such call even as they said "messengers" of top leaders of both parties are in touch.

Shah is believed to have spoken to Thackeray yesterday when the party held its Central Election Committee and Parliamentary Board meeting.

Both the meetings, which had gone on for over three hours, were attended by Prime Minister Narendra Modi and Shah, both of whom spent some time together separately, and other leaders.

Later, Rudy told reporters that BJP was willing to contest 130 seats, five less than its earlier claim of 135 constituencies.

He said they have sent "a very liberal proposal" to Sena as the 130 seats include the "worst" possible seats which its ally had never won in last 30 years.

"The fact is that the proposal which has been given and conversation which has taken place with BJP President (Amit Shah).... a very liberal proposal has been sent to Shiv Sena.

"The other seats which we are demanding are those which Sena has never won in last 30 years. We have said... give us the worst possible seats but give us the numbers," he said.

Though this is the first time BJP has officially come down on its demand but its leaders had been conveying to Sena leadership that they were willing to settle around 130 seats, a demand it has rejected so far.

CAG can’t be blamed for UPA’s fall, says Vinod Rai

Rai - whose latest book 'Not Just an Accountant' - has triggered a political controversy, asserted that too much credit is being given to two or three audit findings and the Supreme Court rulings.

It is perceived that CAG findings in the cases of 2G spectrum and coal block allocations were among the major factors for the Congress-led UPA losing the general elections.

"I think it is giving too much of credit to two or three reports that came out or one or two decisions of Supreme Court because I think it is a very futile argument, just the way you said, that CAG has political leanings. When you have nothing to counter CAG on merit you say you have political leanings," Rai said.

The book touches upon happenings during Rai's tenure from 2008-13 as the Comptroller and Auditor General as well as about the role of Prime Minister Manmohan Singh in the previous UPA regime.

About allegations that his report was one of the reasons for the fall of Congress and rise of BJP, Rai said politica parties should introspect on why the election results came the way it came.

"...it is (said) it is not the failings of the government but was reports of the CAG. I think it requires much more internal introspection for any of the political parties to do, I am not naming anybody, why the result came the way it came.

"I am certain that the credit or the blame cannot be squarely and only that of the reports of the CAG," he noted.

Maharashtra polls: Saffron alliance calls truce, talks seat sharing

Top state leaders of the two oldest NDA allies sat down for talks ending a tense stand-off, a day after BJP President Amit Shah called up Sena chief Uddhav Thackeray in a bid to pull back the 25-year-old alliance from the brink of disintegration.

BJP on Monday had given a fresh proposal to the Sena, seeking for itself 130 of the state's 288 seats, a marginal climbdown from its earlier demand for 135, which its saffron ally had summarily rejected.

In an earlier proposal, BJP had suggested that the two major constituents of 'Mahayuti', a rainbow alliance of six parties, contest 135 seats each, leaving the rest for smaller partners which too had been trashed by Shiv Sena.

Senior Shiv Sena leaders including party MP and spokesman Sanjay Raut, its leader in the Legislative Assembly Subhash Desai and Rajya Sabha member Anil Desai drove down to BJP office in Dadar for the meeting, in an apparent softening of the party's stand after Uddhav's ‘final offer’ of 119 seats to BJP on Sunday.

BJP's Maharashtra election in-charge O P Mathur, state President Devendra Fadvanis, Eknath Khadse and Vinod Tawde, Leaders of Opposition in the Assembly and Legislative Council respectively, were among those involved in the talks.

"Both parties today agreed that the alliance should remain. Both parties are firm that the old alliance should continue," Raut told reporters after the meeting.

"A new proposal came up today and it will be discussed with our other alliance partners later today," he said.

India's Mars mission historic: Narendra Modi

"These are all accomplishments that will go down as landmarks in history," said a visibly happy Modi. The Prime Minister said that the MOM was built 'indigenously, in a pan-Indian effort, stretching from Bangalore to Bhubhaneshwar, and Faridabad to Rajkot'.

Modi, wearing a red colored jacket, said that the 'odds, were stacked against us'.

"Of the 51 missions, attempted across the world so far, a mere 21 had succeeded. But we have prevailed," he said.

The Prime Minister said: "Traveling an incredible distance, of over 650 million or 65 crore kms,we have gone beyond boundaries, of human enterprise and imagination."
Narendra Modi exhorted that the successful Mars mission 'must become a base for challenging the next frontier'.

"This too must become but a base for challenging the next frontier," a tweet by the Prime Minister's Office said after the spacecraft Orbiter was successfully inserted into the Martian orbit Wednesday.

"Let today's success drive us with even greater vigour and conviction. Let's set ourselves even more challenging goals," the tweet cited the Prime Minister as saying.

SNAP 2014 by SIU Registration Date, Eligibility, Exam Time, Important Dates, Eligibility Criteria

Gogoi directs officials to improve Assam's IMR and MMR

The Chief Minister expressed serious concerns over the state's IMR and MMR which was below the national average and directed the officials to work in coordination with the Social Welfare Department to supplement nutritional support to malnourished children and anaemic women, a release said.

"Focus must be on the char and tea garden areas. A survey must be conducted to find out the exact number of malnourished children and anaemic women in these areas. Proper interventions must be made to bring about an improvement in the IMR and MMR," he said during a review meeting held here.

He also asked the officials to ensure supply of essential medicines free of cost at all government hospitals and dispensaries as there should not be any shortage of essential medicines at government health institutions.

Gogoi directed the officials to take immediate steps for restarting evening OPDs in government hospitals and for this the state government would provide necessary funds, the release said adding the Chief Minister instructed the officials to purchase equipment only after recruitment of technicians.

Gogoi also stressed on strictly adhering to the policy of rationalisation of doctors to ensure equitable distribution of doctors across the state, the release added.

Assam floods: 11 NDRF teams deployed for relief operations

"We have deployed eleven teams in the state while two each are being airlifted from Patna and Odisha today. That makes a total of 15 of our teams for relief and rescue duties in Assam," National Disaster Response Force (NDRF) chief O P Singh said.

He said that the teams are carrying boats and other equipment. Each NDRF team has a strength of over 50 personnel.

Following demands of the state authorities, 11 rescue and relief teams of NDRF are deployed at Boko, Goalpara, Guwahati, Sonitpur, North Lakhimpur, Tinsukia and Dhemaji in Assam while two teams have been sent to Tura and West Garo Hills in Meghalaya, he said.

"So far, NDRF teams have evacuated more than 910 marooned people to safer place," an official statement said

Torrential rains for the last couple of days in north eastern parts of the country have resulted in flooding in several districts of Assam and Meghalaya even as heavy rains in these parts have wreaked havoc triggering flash floods in several districts of thh two states, killing ten people and leaving scores homeless.

CBI grills Congress MP Abu Hasem Khan Chowdhury

Chowdhury, who represents West Bengal's Malda South Lok Sabha constituency and is brother of late Congress leader Ghani Khan Chowdhury, was subject to interrogation for nearly three hours by the Special Crime Branch of CBI probing the multi-crore Saradha scam.
  
CBI sources said that Chowdhury was asked why he withdrew his letter to the PM, to which he replied, "I did that because these firms, including Saradha, were doing real estate business and not working as chit funds raising money from the public."
  
The sources said that he might be again subject to interrogation if the agency felt it was needed.

I don't aspire to become Maharashtra CM: Uddhav Thackeray

"Today people from the Varkari Samaj have come to my house to bless me and support Shiv Sena for the upcoming Assembly polls. The love that I have been showered with is enough for me. I do not aspire to become the CM of Maharashtra," Thackeray said.

He was addressing a gathering of people from the Varkari sect, devotees of Lord Vittal, who have declared support for Shiv Sena in the elections.

"Everyone wants to be the CM and people fight for the chair. But see how fortunate I am. I do not want the crown on my head, yet people want to see me as the CM. This love has to be earned," he said.

Though Shiv Sena has been pitching strongly for Uddhav as Chief Ministerial candidate of the saffron alliance, BJP has not been enthusiastic about it with its leaders maintaining a decision on who would occupy the post will be taken after the polls.

Attending an event organised by a TV news channel on September 13, Uddhav had expressed his desire to become the Chief Minister for the first time from a public platform.

"I want the people to give me a chance and they will not be given a chance to complain," he had said.

The Shiv Sena president, in the same breath, had also said he was not dreaming of the Chief Minister's post, but will not shy away from responsibility.

"These days Chief Ministers do not understand people's problems. They only make aerial visits and fly to the annual Pandharpur Yatra. They secretly pray to save their seats while declare publicly that they have prayed for a happy state," he said, apparently taking a dig at Congress Chief Ministers who attend the congregation of Varkaris at the pilgrim town in Solapur district every year.

He also made a veiled attack on his estranged cousin and MNS leader Raj Thackeray.

"It's time for a pitched battle with Congress and NCP. There is a third slot as well. I hope that slot is never filled. But if the need arises, we will rise against them (MNS) as well," Thackeray said.
