A report by the EU mission on Gaza says the enclave’s fortunes could significantly improve if Hamas stops using violence to accomplish its goals.
The internal report, however, adds that Israel is largely responsible for Gaza’s economic and humanitarian woes.
The nonbinding paper by the mission in Jerusalem and Ramallah constitutes a policy recommendation for the member states and the EU’s Foreign Affairs Council.
“A categorical renunciation of violence by Hamas as a means of achieving goals would have a transformative effect on the situation in Gaza and would enable badly needed process in Palestinian reconciliation,” states the report, a copy of which has been obtained by Haaretz.
The report, which was sent to EU institutions in Brussels last month, presents the positions of EU member states that have missions in the Palestinian Authority and lead their countries’ affairs in the West Bank and Gaza. The report says Gaza’s problems must be addressed in the talks between Israel and the PA, citing a critical need to complete intra-Palestinian reconciliation to preserve the two-state solution.
According to the report, some PA leaders say a peace treaty with Israel must be reached before reconciliation with Hamas. Under this thinking, only a permanent agreement will be strong enough to convince Hamas to agree to a referendum.
“In the absence of political unity between the West Bank and Gaza … any comprehensive agreement will be difficult to negotiate, legitimize and implement,” the report states, later adding: “The EU should continue to encourage the Palestinians to take further steps in this regard in accordance with the principles set out by President [Mahmoud] Abbas.”...
